Do you need a permit for air conditioning in Switzerland?
It depends on your canton and on the kind of unit. In Zurich, a fixed air conditioning unit needs a building permit, while a mobile unit does not. If you rent, changes to the rented property also need the landlord's written consent.

The real rule
Why the Swiss laugh, and what it means if you're new here.
In Switzerland, a fixed air conditioner is a building matter, so the authorities have a say. Each canton draws its own line, which is why the answer changes from Zurich to Basel. As a newcomer, and especially as a tenant, ask the landlord in writing before anyone drills, and check your canton's building rules.
Blüemli's verdict: Depends on your canton. Zurich: fixed units need a permit. Mobile ones do not.

The rule, explained
The City of Zurich says it plainly on its page on ventilation: ventilation systems and air conditioning units need a building permit. A decision of the Zurich cantonal government, RRB 2025/1082, adds the detail: fixed units are in principle subject to a permit, while mobile units can be bought and used without one. Other cantons draw the line differently. Basel-Stadt, for example, says climate units generally need a permit, but units under 20 kW per building are exempt in most zones, and mobile units are permit-free. If you rent, there is a second question: under the Code of Obligations, Art. 260a para. 1, changes to the rented property need the landlord's written consent.
